近(jin)年來,隨(sui)著人民生活水平的(de)(de)提高(gao)和電(dian)(dian)(dian)(dian)(dian)(dian)力(li)負(fu)(fu)荷的(de)(de)快速增長,電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)負(fu)(fu)荷峰(feng)谷(gu)差逐步增大,與此同(tong)時(shi),隨(sui)機性(xing)、波(bo)動(dong)性(xing)、不可調(diao)(diao)度(du)(du)性(xing)的(de)(de)可再生能源大規(gui)模并網(wang),導致電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)的(de)(de)調(diao)(diao)峰(feng)問題更加突(tu)出(chu),也給電(dian)(dian)(dian)(dian)(dian)(dian)力(li)調(diao)(diao)度(du)(du)造(zao)成一(yi)系(xi)(xi)列的(de)(de)困難。電(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統中電(dian)(dian)(dian)(dian)(dian)(dian)源及(ji)輸配電(dian)(dian)(dian)(dian)(dian)(dian)設(she)(she)備均(jun)按照電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)高(gao)峰(feng)負(fu)(fu)荷規(gui)劃建設(she)(she),但電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)高(gao)峰(feng)負(fu)(fu)荷持續(xu)時(shi)間較(jiao)短,導致為滿足高(gao)峰(feng)負(fu)(fu)荷需求而規(gui)劃建設(she)(she)的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)設(she)(she)備資產(chan)(chan)利(li)用率較(jiao)低。研究解決電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)調(diao)(diao)峰(feng)問題、提高(gao)資產(chan)(chan)利(li)用率是現階段電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)建設(she)(she)面臨的(de)(de)一(yi)個重(zhong)要課題。
中(zhong)(zhong)(zhong)(zhong)國的(de)(de)(de)(de)電(dian)(dian)(dian)源結(jie)構以火(huo)(huo)電(dian)(dian)(dian)為(wei)主,大多數常規火(huo)(huo)電(dian)(dian)(dian)機(ji)組(zu)能夠(gou)靈活(huo)調(diao)(diao)節出力的(de)(de)(de)(de)能力不(bu)足(zu)額定容(rong)量的(de)(de)(de)(de)50%,當(dang)負(fu)(fu)荷峰谷(gu)(gu)差(cha)(cha)低于火(huo)(huo)電(dian)(dian)(dian)機(ji)組(zu)的(de)(de)(de)(de)調(diao)(diao)整(zheng)范(fan)圍時(shi),需要部分小容(rong)量機(ji)組(zu)啟(qi)停調(diao)(diao)峰或壓(ya)火(huo)(huo)調(diao)(diao)峰,甚至需投資建(jian)設更多的(de)(de)(de)(de)機(ji)組(zu)并改進火(huo)(huo)電(dian)(dian)(dian)機(ji)組(zu)的(de)(de)(de)(de)運(yun)行(xing)(xing)方(fang)(fang)式來(lai)滿足(zu)調(diao)(diao)峰需求,從而大幅增(zeng)加了系(xi)統(tong)(tong)的(de)(de)(de)(de)運(yun)行(xing)(xing)成本(ben)(ben)。據統(tong)(tong)計(ji),近年(nian)來(lai)中(zhong)(zhong)(zhong)(zhong)國電(dian)(dian)(dian)網(wang)(wang)負(fu)(fu)荷的(de)(de)(de)(de)峰谷(gu)(gu)差(cha)(cha)為(wei)38%~48%,以遼(liao)寧電(dian)(dian)(dian)網(wang)(wang)為(wei)例(li),2011年(nian)遼(liao)寧電(dian)(dian)(dian)網(wang)(wang)峰值負(fu)(fu)荷為(wei)22362mw,低谷(gu)(gu)負(fu)(fu)荷為(wei)12708mw,峰谷(gu)(gu)差(cha)(cha)為(wei)43.2%。調(diao)(diao)峰問(wen)題(ti)是電(dian)(dian)(dian)網(wang)(wang)運(yun)行(xing)(xing)中(zhong)(zhong)(zhong)(zhong)的(de)(de)(de)(de)基(ji)本(ben)(ben)問(wen)題(ti)。啟(qi)停迅(xun)速、運(yun)行(xing)(xing)方(fang)(fang)式靈活(huo)的(de)(de)(de)(de)調(diao)(diao)峰技(ji)術(shu)符合電(dian)(dian)(dian)網(wang)(wang)調(diao)(diao)峰技(ji)術(shu)的(de)(de)(de)(de)應(ying)用(yong)需求。在電(dian)(dian)(dian)力系(xi)統(tong)(tong)常規調(diao)(diao)峰技(ji)術(shu)中(zhong)(zhong)(zhong)(zhong),相比于火(huo)(huo)電(dian)(dian)(dian)機(ji)組(zu),水(shui)電(dian)(dian)(dian)機(ji)組(zu)啟(qi)停迅(xun)速、運(yun)行(xing)(xing)方(fang)(fang)式靈活(huo),且調(diao)(diao)峰深度接(jie)近100%,但(dan)水(shui)電(dian)(dian)(dian)機(ji)組(zu)的(de)(de)(de)(de)建(jian)設受地理條件的(de)(de)(de)(de)限制(zhi),不(bu)能進行(xing)(xing)大規模的(de)(de)(de)(de)推(tui)廣應(ying)用(yong)。
