背景技術:
IC卡(ka)預(yu)付費方(fang)(fang)式(shi)是用(yong)(yong)(yong)戶(hu)先(xian)購(gou)電(dian)(dian),然后(hou)用(yong)(yong)(yong)電(dian)(dian)的(de)(de)一種(zhong)方(fang)(fang)式(shi),夠買的(de)(de)電(dian)(dian)量(liang)從(cong)電(dian)(dian)力局到(dao)用(yong)(yong)(yong)戶(hu)的(de)(de)載體是IC卡(ka),抄表人員(yuan)不需要到(dao)用(yong)(yong)(yong)戶(hu)處,采用(yong)(yong)(yong)這種(zhong)抄表方(fang)(fang)式(shi)的(de)(de)地方(fang)(fang)有大部分(fen)的(de)(de)二級城市(shi)和部分(fen)的(de)(de)一級城市(shi)。遠(yuan)程抄表方(fang)(fang)式(shi)就是監(jian)控中心通(tong)過遠(yuan)程通(tong)信系(xi)統(例如(ru)公用(yong)(yong)(yong)電(dian)(dian)話(hua)網、電(dian)(dian)力線載波(bo)、數(shu)據網等)自動獲取遠(yuan)程儀(yi)表數(shu)據的(de)(de)方(fang)(fang)式(shi)。
隨著國(guo)民經濟的(de)(de)飛速發展,“一(yi)戶一(yi)表(biao)(biao)”政(zheng)策的(de)(de)實(shi)施以及多種(zhong)電(dian)價制度的(de)(de)執行,常規抄表(biao)(biao)方式的(de)(de)質量和(he)效(xiao)率問題也(ye)逐漸暴露出來。人工抄表(biao)(biao)已明顯跟不(bu)上(shang)社會的(de)(de)步伐,一(yi)是(shi)不(bu)能實(shi)時(shi)的(de)(de)檢(jian)測設備的(de)(de)工作(zuo)狀態,二(er)是(shi)人工處理數(shu)據效(xiao)率太低(di),容易出錯,數(shu)據不(bu)容易統(tong)計;IC卡電(dian)表(biao)(biao)開放的(de)(de)讀寫窗(chuang)口,易受(shou)外界攻擊,造成控制系(xi)統(tong)失(shi)效(xiao),還(huan)有(you)很容易被解密,造成假(jia)卡泛濫,給物業管理部門和(he)國(guo)家帶來巨大的(de)(de)損失(shi)。這些問題,僅靠增(zeng)加抄表(biao)(biao)人員、延(yan)長(chang)抄表(biao)(biao)時(shi)間、增(zeng)加抄表(biao)(biao)次(ci)數(shu),不(bu)僅無濟于(yu)問題的(de)(de)解決,而(er)且會造成整個供(gong)電(dian)部門成本上(shang)升(sheng)、效(xiao)益下(xia)降、管理混(hun)亂,不(bu)利于(yu)系(xi)統(tong)的(de)(de)健康穩(wen)定發展。
技術實現要素:
